Liuyang Empowers Green Transformation of Fireworks Industry through Scientific and Technological Breakthroughs

Fireworks are a pillar industry enriching people in Liuyang, as well as a cultural card shining across the world. Restricted by the special nature of the industry and weak basic scientific research, advancing the green transformation of fireworks has become an essential task concerning the survival and future development of the sector. During the 6th session of the 11th Liuyang Municipal Committee of the Chinese People's Political Consultative Conference (CPPCC), Qiu Jian, a member of the CPPCC, submitted the Proposal on Promoting the Green Transformation of Liuyang Fireworks to Boost High-quality Industrial Development. He put forward suggestions covering improving guidance mechanisms, expanding application scenarios, and making breakthroughs in key technologies, to fuel the green transformation of Liuyang’s fireworks industry.

Listed as a key proposal of the municipal CPPCC for this year, the document was undertaken by the Liuyang Firecracker and Fireworks Industry Development Center, with the Municipal Emergency Management Bureau, Bureau of Industry and Information Technology, and Science and Technology Bureau as co-organizers. Relevant authorities responded promptly and coordinated efforts, achieving substantial progress in proposal implementation.


Multiple Projects Selected for Provincial and Municipal Key Scientific Research Programs

This year, seizing opportunities brought by provincial policies, Liuyang has strived vigorously to secure superior-level projects and funding support. The project Research, Development and Application Demonstration of New Safe and Environmentally Friendly Display Shell Products and Equipment submitted by Jiteng Fireworks was selected on the list of Hunan Province’s major science and technology research initiatives under the "Bounty System" in 2026, with a special fund of 8 million yuan approved. Two research topics including Research and Application of Low-smoke and Environmentally Friendly Fuse were included in Hunan Provincial Key R&D Programs; three topics such as Research on Key Technologies for Sulfur-free Fireworks Preparation were shortlisted as technical demands for major scientific and technological projects of Changsha City.

Collaborative Research Model of "Leading Enterprises + Research Institutions + Expert Teams" Delivers Multiple Achievements

In the field of key technological innovation, Liuyang has strengthened the Liuyang Fireworks Science Research Institute. It has recruited distinguished experts from National University of Defense Technology, Beijing Institute of Technology, Nanjing University of Science and Technology and other universities, and set up six research teams, establishing a collaborative research model of "Leading Enterprises + Research Institutions + Expert Teams".

Up to now, seven new material achievements developed in Liuyang realize zero sulfur dioxide emissions, with sharp reductions in PM2.5, PM10 particulate matter and visible smoke. Four achievements have passed safety verification. Low-smoke and sulfur-free technologies have been industrialized for fountain fireworks and framework fireworks. Six weekend fireworks shows have been held this year. On the days of performances, the daily average PM2.5 concentration reached Grade Excellent for four shows and Grade Good for two, demonstrating the promising outcomes of green technologies.

Policies and Standards Guide the Green Development of the Industry

Keeping pace with the implementation of new national standards, Liuyang has carried out multiple rounds of standard publicity and training. It has initiated the compilation of the group standard Environmentally Friendly Fireworks and Firecracker Products, and planned to build an evaluation and certification system for eco-friendly fireworks. Dual efforts of policy guidance and standard leadership set the direction for the green development of the industry.

Qiu Jian, member of Liuyang Municipal CPPCC, remarked: "The handling of this proposal has received great attention from relevant departments. A special working group was established, with thematic seminars and multiple meetings held for exchanges. The proposal has been handled with high quality and efficiency, meeting the expected goals."

Wu Bing, Deputy Party Secretary and Deputy Director of Liuyang Firecracker and Fireworks Industry Development Center, stated: "Going forward, we will follow the '211' work plan to accelerate the safe and green transformation of the industry. We will build two platforms: the Liuyang Fireworks Science Research Institute and the fireworks and firecracker pilot test base. We will fully push forward six major provincial and municipal scientific and technological projects, speed up the release of management standards for environmentally friendly fireworks and firecrackers, and actively promote the formulation of local standards for eco-friendly fireworks. Guided by standards, we will advance the transformation and market promotion of fireworks innovations, and drive Liuyang fireworks toward higher-quality development in safety, environmental protection and innovation."
